Term of Reference for the Lessons Learned Study


With a view to supporting the political and economic reform currently underway in Ethiopia taking into account the upcoming 2020  national elections as well as recognizing the need for forming a coalition of civil society organizations that will engage in electoral activities in a coordinated and sustained manner,  more than  60 civil society organizations formed, in May 20018,  the Interim Coordinating Committee (ICC) which is mandated to organize the Coalition of Ethiopian Civil Society Organizations for Election (CECOE). The ICC comprises the Ethiopian Civil Society Forum (ECSF), Inter-Africa Group (IAG), Ethiopian Lawyers Association (ELA), Coalition of Christian Relief and Development Associations (CCRDA), Network of Ethiopian Women’s Associations (NEWA), Ethiopian Civic and Voters Education Actors and Ethiopian National Disability Action Network (ENDAN).

The objectives of CECOE, among others, stated in its Memorandum of Association include:

  • To undertake voter and civic education, and increase/encourage voter participation in the electoral processes;
  • To mobilize and provide the necessary support to members to actively participate in monitoring and observation of all electoral processes and referenda;
  • To collect, organize, document, and share information related to electoral processes as well as prepare and disseminate same;

Consistent with its mandate, the CECOE Interim Coordinating Committee since its establishment in May 2019 has accomplished the activities outlined below.

  • Prepared the Coalition Memorandum of Association.
  • Developed the Coalition three-year, 2020-2022, Strategic Plan.
  • Organized jointly with its partner's direct training and TOT to members of civil society organizations that were drawn from the nine regional states and two city administrations, Addis Ababa and Dire Dawa on leadership, election, and election-related dispute resolutions. Furthermore, it is making the necessary preparation for the 2020 general elections.

In addition to processing the Coalition to get registered under the Agency for Civil Society Organizations as well as making the necessary preparation for the upcoming 2020 general elections, the Coalition Interim Coordinating Committee observed the Sidama Referendum that took place on November 20, 2020  mobilizing and deploying CSOs working on democratization and human rights. Ethiopian Civil Society Organizations Forum on behalf of Coalition of Ethiopian Civil Society Organization for Election wants to hire Consultant to undertake lessons learned study to CSO Sidama Referendum Observation (including the pre-referendum day, referendum day and post-referendum day).

Objectives of the Lessons Learned Study

The purpose of the Lessons Learned Study is to assess the processes and outcomes of   CECOE’s intervention in the Sidama Referendum and identify what worked well and what did not and document good practices to adopt them for the upcoming 2020 general elections.

Tasks of the Consultant

The consultant drawing on project proposals, document on methodology,   training plan and minutes of meetings shall:

  • Carry out the desktop review;
  • Assess the method of  selection of observers;
  • Evaluate the   training plan and implementation;
  • Evaluate the deployment plan  and implementation
  • Assess the performance of LTOs and STOs
  • Assess logistics plan and performance ;
  • Assess the performance of the Election Situation Room(ESR)  with a particular focus on coordination between -ICC with observers, observers with focal persons//the data officers including focal persons/ data officers with the ESR members;
  • Assess Coordination between ICC and funding partners ;
  • Assess coordination among funding partners;
  • Present findings on the Sidama Referendum observations review meting
  • Present  findings  on the donor's meetings
  • Submit draft report
  • Incorporate feedback on the draft and submit the final report

Methodology and Approach

A team of consultants’ minimum of two professionals shall jointly undertake the assignment.  Interested applicants are required to design and implement a methodology to deliver the results required under this TOR. The possible methodology could include a desk review, interview with relevant stakeholders such as ICC members including the Secretariat, Observers (LTOs), NEBE, Funding partners, Questionnaires and/or focused group discussions.

Anticipate deliverables

The following outputs will be produced at the end of the assessment on Lessons Learned 

  • Interim Report
  • Final Report of Lesson Learned


The Consultant who will take up the assignment is required to have

  • Minimum of MA degree in political science, law, sociology with relevant experience in election-related activities
  • At least 10 years of research experience
  • At least, the Team leader shall have election-related experience.
  • Fluent in English;

Who we are?

The Ethiopian Civil Society Organization Forum (ECSF) is a non-partisan, independent, inclusive and voluntary national forum that focuses on solving the common concerns and challenges of the Civil Society Organization sector in Ethiopia. The various Networks/Consortia and group representatives of the CSOs operating at Federal and Regional levels in Ethiopia established the Ethiopian Civil Society Organization Forum (ECSF) in May 2013 and registered according to the CSO proclamation No. 1113/2019 with registry number 4414. ECSF, since its establishment, is undertaking various activities and consultative dialogues with sector members and high government officials on challenges of CSO.

Job Description

Employing Organization: Ethiopian Civil Society Organizations Forum /ECSF/

Position Title: Monitoring and Evaluation Officer for the project “Plug in CSOs’ to Ethiopia’s Democratic Transformation Process: Facilitating rapid responses to the soaring cry for public inputs to the Country’s legal and judicial reforms”

Reports to: Project Manager

Based in: Addis Ababa, ECSF Head Quarter

Duration of contract: One year, based on performance and availability of funds

Remuneration: As per organization payment scale, plus other ECSF staff benefits.

Summary of the responsibility: The MEL Officer will support learning/monitoring and evaluation activities across all project areas of the Fethe (justice) project signed agreement with ECSF. This will include: procedures and tools development, data collection and analysis, reporting and learning/reflection processes, and internal evaluation works that demonstrate impact, outcomes and important learning opportunities. The Officer will work in collaboration closely with other project/project staffs of the Forum to share learning internally and externally.

Key Responsibilities

  • Facilitate and lead the development and implementation of the Fethe (justice) project Evaluation and Learning (E&L) strategy.
  • Coordinate the technical design of M&E methodologies across projects of Fethe ( justice) managed by the Forum.
  • Lead, manage and facilitate the data collection, storage and analysis process of the Fethe (justice) project
  • Work with project staff to ensure M&E tools and processes are understood and used as per the Forum’s E&L Strategy and Fethe (justice) project.
  • Deliver advisory services to the Forum’s staff and its stakeholders Fethe (justice) project on M&E decisions, such as the identification of priorities, needs and indicators; the design, set up and use of M&E systems to collect data; and the design of E&L studies.
  • Identify opportunities to provide and present MEL findings and data to Fethe (justice) project teams to contribute to decision-making and strategic planning processes in Fethe (justice) program project.
  • Check information from M&E activities is properly analyzed and written up for reporting and learning, by undertaking and supporting activities such as use of data analysis software, collation and analysis of M&E data, and analyzed against outcomes to draw out learning and implications.
  • Triangulation of findings using different types of data and analysis of trends over time.
  • Support staff to ensure the quality of the Forum’s monitoring and evaluation reports Fethe (justice) project.
  • Write up and present MEL reports including: presenting data and reports verbally to internal and external audiences.
  • Promoting the sharing of written feedback about impact and learning findings to stakeholder groups.
  • Ensuring reports and findings are communicated effectively via close collaboration with the other team members of the Forum.
  • Participate in external events in order to undertake MEL related data collection or share organizational and project MEL findings.

Job Requirements


BA Degree or Master’s degree in Law, political science, Social Sciences, Development Studies, Monitoring and Evaluation, Demography, Statistics, or equivalent fields of study with two year (2) for masters and four  (4) years for degree and  relevant/direct experience.


  • Demonstrable understanding of monitoring and evaluation principles and practice
  • Professional experience or training in Social Science research methods, or use of participatory research approaches relevant to monitoring and evaluation, both quantitative and qualitative.
  • Skills in using SPSS, STATA, NVIVO or similar data analysis software.
  • Traceable research and evaluation skills, including quantitative and qualitative research methods along with data analysis skills and familiarity with data analysis software.

Key Result Areas:

  • Team performance and coordination: supervise, mentor, manage and motivate staff to create and sustain a high performing and dynamic team.

Main duties and Responsibilities of the Program Officer

Project finance support

  • control the daily cash balance in safe and periodically performs bank reconciliation; and
  • Receive all the petty cash payment vouchers from the cashier, compile and prepare a journal voucher.
  • Prepare payroll, maintain & follow up all outstanding funds (like loan, advance, all relevant liability tax);
  • Prepare payment documents after verifying the validness of supporting documents and approval of the immediate supervisor;
  • Maintain petty cash of with a ceiling of ETB 5000 and request replenishment when petty cash fund goes down to 20%.
  • Record petty cash summary sheet and petty cash book each expenditure taken from petty cash and Sum up all expenditures made from petty cash indicate the remaining balance.
  • Make payments the approved amount of against legal receipts from budget item and approved by appropriate authority.
  • Settling income tax, withholding tax and pension fund for ERCA.
  • Perform any other related activities assigned by the supervisor.
  • Prepare request for purchase of office equipments and stationeries for the staff.

Project management and administration support:

  • Type and print letters, reports, questionnaire and other documents.
  • Register all incoming and outgoing correspondence.
  • Arrange filing system in logical manner in which files, documents, agreements, publications, books and other documents of ECSF would be safely kept and would easily available for reference.
